Wayne County Mounted Patrol Meeting Minutes

Present:  Alan Moore, Jerry Williams, Bill Bailey, Tom Callahan, Carl Thomas, Bob McGuire, Todd Dingwerth

 

Events:

Home Show - March - if the Mounted Patrol is interested in having a display we should consider that for next year.

 

Equipment:

A boot style will be chosen by the members at the next meeting.

We may want to look into flashers and other night time high visibility equipment.

 

Training:

Alan passed around a list of suggested topics for training for the Mounted Patrol and Reserves.  Sheriff Williams pointed out that there would be several training points to be addressed before Mounted Patrol members can do things such as neighborhood patrols.  There will be an assignment of a training coordinator by Sheriff Williams by the next meeting.

Sheriff Williams said he would support training academies for members that wanted to attend.  Anyone is interested in attending this year should start researching schools, preferably in the area as Sheriff Williams has indicated he will pay for that.

Nuisance training will begin in March.

 

For the good of the order:

Everyone has to attend the next meeting for election of officers - President, Vice President, Secretary, Treasurer.  If there is no way members can make it proxies will be accepted.  Bill says its life or death; if you don't make it you're dead.

Full beards are not allowed at any time, maximum you can have while in uniform is a well-maintained mustache.  No ear/nose/etc jewelry.  This is all covered in department SOP.

Bill said he called Rob Smoker and he said he could not find the old by-laws.  Sheriff Williams will check with the Indiana Sheriff's Association to see if they have information on other Mounted Units in the state that would have by-laws and other information they would share.

Everyone should be sworn in and have an ID by now.  If not, see the people at the reception area.

Sheriff Williams passed around the department's insurance policy.  There is a $10K deductible that it is unknown where it would be paid from.  Sheriff Williams will check into it.  He also has verbal confirmation that if you are injured while you are acting as a representative of the Sheriff's department you are covered by workman's comp.  This would cover medical expenses and he is going to check to see if it covers loss of work from a Mounted Patrol member's full time job.

Sheriff Williams read the SOPs as pertains to the Mounted Patrol.  He pointed out that there would probably be changes made to concur with our accreditation and with the members of the department.

The members present generally agreed that there was not an issue with women in the unit.

Events:

Teddy Bear Parade - Possibly mid-April?

Dougherty Orchards is interested in having us back around Labor Day weekend through the end of August on the weekends.

 

Equipment:

A boot style will be chosen by the members at the next meeting.

Carl has found some flashers we may be able to use.  He will bring one to the next meeting if possible.

If Public Safety does not come through with Dave and Tom's gear by the first of the month we will go to Gall's for their equipment.

The budget will be tight but the Sheriff will do what he can to get equipment for us as needed.

 

Training:

Reserve/Mounted Patrol weapons qualifications are Tuesday February 23rd and Thursday the 25th from 3:00 p.m. to 6:00 p.m.  If possible show up on the hour as the course of fire may take up to an hour.  A tentative lesson plan and course of fire is posted on the bulletin board but both are subject to change.  Weapons training is every other month, once a year the scores "count" and you must qualify then.

There is supposed to be a pre-basic course in March.  We will need to find out the details from John Farmer at RPD.  Wayne, Bob, David, Bill, Rudy, and Tom are interested.

Sheriff Williams said he would support training academies for members that wanted to attend.  Anyone is interested in attending this year should start researching schools, preferably in the area as Sheriff Williams has indicated he will pay for that.  EKU and National Mounted are two possibilities.

Nuisance training will be Saturday morning, March 13th, at 9:00 a.m. (This has been moved to the 20th)

There will be a training session March 9th on either ethics or Mounted Patrol responsibilities, pending approval from the Sheriff.  (This has been approved but moved to our next meeting on the 16th.)

Election of officers

President - Alan, Rudy, and Bill nominated themselves and all expressed an interest and said they wanted to see the unit grow and be better utilized.  All said training was the key.  Jerry expressed again expressed his support for the growth of the unit.  Questions were asked of the candidates as to the commitment level of the candidates, and of the Sheriff as to the responsibilities of the President.  The president elected for 1999 was Alan Moore.

Vice President - Rudy nominated Bill, Tom nominated Rudy, and  Bob nominated himself.  Bruce nominated Duane.  Duane and Bob re-iterated what the other candidates had said and expressed an interest in moving the unit forward.  The vice-president elected for 1999 is Duane Estes.

Secretary/Treasurer - Bob nominated himself and won by unanimous vote.

Mr. & Mrs. Colvin, previously of the unit, are interested in coming back in to the unit and will be talking to the Sheriff.

Sheriff Williams has researched and found that Johnson, Marion, St. Joe, Stark, and Elkhart counties have active Mounted Patrol Units.  He is working on getting more information from them on their units.  We will use their bylaws and other information to develop our own by-laws. 

Wayne Baker is a prospective member and was given an application.

Our insurance does cover children or anyone riding our horses in the event someone was injured resulting from that.

Insurance does not cover loss of work, only the medical bills resulting from injuries.

Sheriff Williams read a letter from Mac McCahon's wife in appreciation for our presentation at his service.  She asked if there were any trophies or plaques from the unit with his name on it that could be given to her.  Jerry will look into this.

 

Equipment:

The unit accepted the flashers that Carl brought to the meeting.  We will have 1 available per person

People who don't have equipment need to order it from Zuckleberg's.  An equipment list will be handed out that will have the information needed to place orders.  Any equipment needed that is provided by the department should be gotten through the president.

Full uniforms should be worn at the next meeting for inspection.  You should also bring your tack.

The tack has been on order but is in but was not brought to the meeting and will be distributed later.

Jerry will get with Rick Barth to insure that enough equipment is on hand that is needed.

The membership voted down purchasing duty leather for new members.

The style of boot decided on was a brown western cowboy boot

Beechwood upholstery made the blanket covers the last time and Bob will check to see what they charge to redo ours.

 

Training:

The issue of outside training was raised again.  Rudy said Lexington KY Mounted Police sponsored it in the past.  Bill Hunt who is an IN certified instructor; he charges $15/hr/rider and tailors his training towards the unit's specific needs.  The "National" academies are geared more toward full time enforcement units.

Almost everyone has been through the pre-basic course.  Previous to that course there was an 80 hour "mini-academy" course.  This will be pared down to a 20 hour video tape/field training orientation and made available to the unit.  The details are still being worked out and an availability date has not been set yet.

Sheriff Williams answered questions about particular issues related to being a Mounted Patrol member.

Nuisance training will be Sunday afternoon, April 25, 2:00 p.m.

 

For the good of the order:

Sheriff Williams talked about 357 vs 40 caliber.  He is looking into the issue of having Mounted Patrol officers that have 357s ride with Patrolmen.  He said that if the Firearms Instructor has no qualms with it that will greatly influence that decision.

A suggestion was made by Sheriff Williams to dress up a "prisoner" (possibly family members, etc) to be the "poop parade".  Wayne will check with his wife.  Carl will also check with a place he knows.  Alan also said his wife would like a t-shirt that gave the family members that helped out a lot some recognition.

Alan will draft a letter to Greg Vaugn letting him know that the Mounted Patrol is available to help with eradication.  This takes place towards the fall season.

By-laws were handed out and reviewed by some.  The officers, Rudy, and Bill will review them further.

Equipment:

Equipment still needs to be distributed and Alan and Bob will take care of that.

Everyone should have "Pink tan" pants, and shirts with "Pink tan" pocket flaps

Alan will order several sets of pockets to put on shirts that have the wrong color pockets

Don Hume leather is what people should get from Zuckleburgs.  If you have the "red" leather, Cordovan dye can be gotten from Tom Christ on 9th street

 

Training:

Qualifications are June 15th-17th from 2:00 to 10:00.  You can only miss one firearms training per year.

Nuisance training will be Sunday morning, May 23rd, 9:00 a.m.

Mike Leiberman will be at the next meeting

 

For the good of the order:

Pauline McCann donated $500 to the unit and a letter of appreciation was sent to her.

The Bob York Memorial Ride is May 22nd at Whitewater State Park from 10:00-2:00.

Sheriff Williams gave his approval for members with 357 revolvers to ride with road officers given they have completed the pre-basic course, etc.  New members should be encouraged to purchase a 40 caliber weapon.

Greg Vaugn will be calling on us to help with eradication later this summer.

The application was reviewed and approved by the members.  It will be forwarded to Rick Barth for final approval.

By-laws were handed out and reviewed.  They will be given to the Sheriff and Rick Barth for further work.

Events:

Economy Parade - Good parade, 4 people turned out

Musketloader's conference - this was a good event and we would do it again next year, and would not do a 3rd shift.  We may only want to work the days that are public next year

Fair

The issue of spurs (see below) came up

Next year we need to stay clear of the food area as there were several complaints about that unless there is a serious problem in that area

There were a lot of positive comments about the coverage in the parking lot

Next year we hope to move the corral forward for higher visibility

Williamsburg - Good day, 5 people turned out.  After the parade we rode around town and visited with people.  Where practical this would be encouraged in the future.

Hagerstown - August 21st 10:00 Parade, line up at the NorthEast side of the High School parking lot at the NE corner of the parking lot.  Jerry, Tommy, Rudy, Wayne, Dave, Karl, Duane?, Bob?

Centerville Archway days - August 28, starts at 2:00?  Lineup at 1:15 at the football field, Jerry, Tommy, Rudy, Doug, Pam, Dave, Bruce, Karl, Alan

Cambridge City Canal Days - Sep 12 at 2:00, lineup in the park at 1:00.  Jerry, Tommy, Rudy, Doug, Pam, Wayne, Dave, Bruce, Karl, Alan

Ft. City Levi Coffin Days - Sep 18 at 10:00, lineup south of town at the usual place, south of the bridge on the east side of 27.

Tom Raper's Ralley is in September and we may be able to be involved in that

 

Equipment:

We need to see if the cantle bags are back in

Training:

Qualifications are Wed-Fri of this week, 14:00-22:00.  The emphasis of this training will be shotguns.  From the memo it appears that we may not be required to complete shotgun training.

There will be a nuisance training this Thursday at Tom's house at 19:00.  6101 US 35 North.

 

For the good of the order:

At one meeting it was stated that we should not wear spurs.  Sheriff Williams stated that as long as they helped the performance of the horse and he does not get complaints Officers could use them.

There must be at least 2 and preferably 3 or more people at nuisance training.  Standards need to be developed for nuisance training.

The application and bylaws are still being reviewed.  At this point, there will be 3 classifications of officers; 3rd class will have completed the 40 hour pre-basic and can do what the officers in the unit do now.  2nd class will have completed an additional 86 hours of orientation training and can perform community policing with other Mounted Officers.  1st class will have completed a 580 hour Field Training Officer program and can take a car out with another 1st class officer.  Most Mounted units will not be interested in 1st class as the thrust of our unit is working on horseback.

Events:

Next year we will probably be involved in the Tom Raper Rally, which could be a revenue generator

There is a homecoming parade coming up for Richmond High School on September 30th, lineup at 5:30, parade at 6:00.  Karl, Doug, Bob, Duane can attend.  Bob will be coordinating this parade.

Halloween and the Christmas Parade are coming up but we will have another parade before then.

 

Equipment:

The spare set of equipment will be ordered so we will have a spare set in addition to one for the Sheriff.

A new equipment list was generated and will need to be approved by the administration and filled out by each officer.

 

Training:

October 12-14 are weapons qualifications.  You must attend this qualification.

The band directors at NorthEastern and Richmond are willing to let us practice with them.   Richmond practices every Wednesday through November, starting at 5:30 or 6:00.  If you do this you must take another Mounted Patrol Officer with you.

 

For the good of the order:

Lt. Barth & Sheriff Williams reviewed the rough draft prepared by the department for the Uniform Volunteer Service Unit, which includes the Mounted Patrol and Reserves.  Copies of the General Orders pertaining to that and the code of conduct were distributed.

Alan passed out a list of items that we may be able to adapt for our nuisance training.

Doug brought in a cantle bag, and front and rear saddle bags for consideration.  He'll get us prices on having them embroidered

Training:

The list of items Alan passed out at the last meeting will be reviewed next month.

Doug asked if people would be willing to get together at least once a month and ride together; not necessarily in training.  In January we'll set up a regular schedule for this.

Qualifications are December 8th-10th.

 

For the good of the order:

Meeting night has been changed to the 3rd Monday of each month starting next month

The Reserve/Mounted Patrol dinner is December 19th at Reba's at 18:00.  Take I-70 to Wilbur Wright Exit, turn north, then take the first road (500S) West, and look for Reba's on the left after a mile or so.

The by-laws have been completed by the Sheriff and will be passed out on the 19th and reviewed in January

The Sheriff's Christmas Dinner is December 4th from 6-10 at the Kuhlman Center

There is interest in an Explorer Mounted Patrol group.  There are several explorers that would like to ride in parades with us.  Sheriff Williams will take this under consideration and may want to re-visit that at a future date but in the immediate future he would rather build the unit as it is.  Training, equipment, and liabilities are issues.

Sheriff Williams passed around an article on Community Policing on Horseback.

Unit numbers may need to change ranges because of congestion.  Reserves may be 155-184, and Mounted Patrol would be 185-199.  This will probably be in place at the first of the year.

December 31st the following MP Officers will be in town and available:  Alan, Duane, Wayne, Dave, Pam, Doug, Karl, Bruce.  Anyone in town should monitor their radios.

Elections:  Duane nominated Alan Moore for President and was accepted as there were no other nominations.

Alan nominated Duane Estes for Vice-President.  Pam nominated Dave for Vice-President.  Duane Estes was voted V.P.

Duane nominated Bob McGuire for Secretary/Treasurer and was accepted as there were no other nominations.

 

Next meeting:  There is no meeting next month.  The next meeting is the third Monday of January, the 17th at 7:00 in the Sheriff's Department Conference room.
