No Sheriff’s Report

 

Training:

Firearms qualifications are 2/15-2/16, 4/12-4/13, 6/21-6/22, 8/30-8/31, 10/11-10/12, 12/6-12/7.  Times are 9:00-14:00 and 15:00-20:00.

Bloodbourne pathogens – some people didn’t get them, Cpl. Davis will organize a class.

Cpl. Davis will look into getting a 4 hour weapons transition course in place.

Lists indicating training deficiencies were handed out.

Mounted Patrol training was on 4/24 last year, this year it will either be on 4/23-4/24, 4/30-5/1, or 5/14-5/15

Next month and probably the month after we will have narrative training for reports.

Rap concert this Saturday at the Raper Center, stage at the Kuhlman Center at 5:30

Parades start in April.  Cpl. Colvin reported on parades attended by the Mounted Patrol.  He hopes to have a tentative schedule for the year by next meeting.

The new UVSU Policies and Procedures manual was distributed.

When working details officers are not to respond to calls unless they have gotten approval from Sgt. Moore, the Senior Shift Officer, Squad Sergeant, or one of the administrative staff.  Note that EOC was not included on this list.

Emergency contact form was passed around.

Lists indicating deficiencies in the number of hours required were passed around.

Sgt. Moore offered to make copies of a “Personal/Financial Diary” for anyone that was interested in filling it out for themselves.

An inventory sheet was passed around.  Officers should get that returned to Sgt. Moore ASAP.

Cpl. Colvin wanted to know if anyone was interested in working with handicap children on horseback.  Anyone interested should contact him.

Training:

Domestic Violence training as presented by Patrolman Winburn.

Firearms qualifications are 4/12-4/13, 6/21-6/22, 8/30-8/31, 10/11-10/12, 12/6-12/7.  Times are 9:00-14:00 and 15:00-20:00.

Every Sunday in April at 10:00 there will be nuisance training for the Mounted Patrol.  April 23rd and 24th will be the 16 hour training.  The Earlham barn is currently having work done on it; if it is finished we will use it as a backup.

Due to Domestic Violence training the narrative training has been postponed for a month.

For the good of the order:

Andrew Buckler and Chip Foster attended the meeting.  Andrew is applying for the enforcement side, Chip for Mounted Patrol.  Both should have their background check completed by the next meeting and will be voted on then.

Kevin Ginnever presented perfect attendance awards for 2004.

Officers were asked if there was any clarification needed on the UVSU Policies and Procedures manual.  No one present had specific issues with it, many had not reviewed it.  This will be revisited at the next meeting.

Last month it was mentioned that officers on a detail were not to respond to calls.  The only exceptions to this would be in the event you are passing a scene where a merit deputy is already there, a 10-46, or in the event there is a first class officer in the call and by his discretion feels it a necessity that he responds to the call.  In all cases units are required to call dispatch on the radio and advise what they are doing.

Officers were reminded to get their inventory sheets back in ASAP.

Tan pocket flaps were passed around.  These are required for UVSU uniforms.

A telephone list was passed around.  Bobby George’s home phone number should be 886-5359, not 886-5339.

UVSU officers may not be members of Richmond Police Department’s VIP program.

Scott Crull’s application was rejected by the Sheriff.

Training:

K9 training was presented by Ptl. Lindley.  If you are going to assist with K9 training on Friday nights be sure to contact Ptl. Lindley at 967-2031 to confirm times and location.

Brandon Cappa’s application was passed around.  Brandon was at IDACs training and could not attend the meeting.

Officers were asked if there was any clarification needed on the UVSU Policies and Procedures manual.  No one present had specific issues with it, many had not reviewed it.  This will be revisited at the next meeting.

Artie Taylor, Carl Thoms, Mark Darie, and Terry Privett were commended for a textbook example of assisting road officers with a  fugitive search in which Artie and Carl actually apprehended one of the fugitives.

Officers were reminded to get their inventory sheets back in ASAP.

Surefire G2 Nitrolon flashlights, which are 60 lumen mini-lights, are available for $26.  A signup sheet was passed around for those interested.

Doug Colvin expressed his extreme displeasure with the policies and procedures manual and thinks that too much is being asked of a volunteer unit.  He also wanted to vote on having a two man committee for applications and a two man committee for officer evaluations.  As these were in direct contradiction with the General Orders they were not voted on.  Alan will take those issues to the Sheriff.

Training:

Report writing training was presented by Patrolman Steen.

Firearms qualifications are 6/21-6/22, 8/30-8/31, 10/11-10/12, 12/6-12/7.  Times are 9:00-14:00 and 15:00-20:00.

O.C. training has been postponed indefinitely.

May 21st is the pre-basic defensive tactics.  Anyone that has not completed a pre-basic defensive tactics course needs this training and should contact Mike Davis.

June 4th is a pre-basic weapons qualifications course.  Anyone that has not completed a pre-basic weapons qualifications course or has changed weapons and not had a transition course is required to take this training and should contact Mike Davis.

A search and rescue and other scenario training will be held for the Mounted Patrol this weekend.  We will stage in the area of the FOP.

 

Details:

Detail Sheet passed around.  We still need people to fill visitation, 2 proms this weekend, and the car show at Ivy Tech this weekend.

 

For the good of the order:

Brandon Cappa’s application was unanimously approved by the unit and will be submitted to the Sheriff for final approval.

Captain Daggy went over some of the issues from the Policies and Procedures manual.  Captain Daggy again pointed out the deficiencies in people working visitation.

The signup sheet was passed around again for the Surefire G2 Nitrolon flashlights.

Insurance information has been gathered by Jim Haskins and Captain Cappa and a question and answer form was passed around.  Tim Vanderpool is scheduled to be at the next meeting if members have questions about insurance.  If there are questions they should be gotten to Sgt. Moore a week before the next meeting.

There are several shift requests, namely tomorrow night 6p-midnight.

The Fair is the 8th through the 16th.  Signups will be at the next meeting.

Carl Thomas asked if the Mounted Patrol could go back to wearing cowboy hats in parades.  There was no discussion on the subject except to talk to the Sheriff.

Sheriff’s Report:

Several pool cars have been traded out.  Be sure and fill out a work order if there are problems with any of the cars.

Two new patrolmen have been put out in training, Alan Campbell (89-31) and Brian Hartman (89-32).  Alan is fluent in Spanish. 

Andrew Grover is coming out of the jail to the road in August.

There will be a training meeting coming up.  The M16s should be installed in the Merit Officer’s cars soon.

Doug Coffin is back home now, and hopefully will start light duty in the next few weeks.

Walt Thompson, a former reserve and jail officer has terminal cancer.  He is currently at home in Boston.

There will be saturation patrols coming up.  The first one is this Friday.

 

Training:

There is a training database now, and e-mail reminders will be sent from it a week, 3 days, and 1 day ahead of time.  If there is training coming up be sure to let Alan know so he can get it in the database.

Firearms qualifications are 8/30-8/31, 10/11-10/12, 12/6-12/7.  Times are 9:00-14:00 and 15:00-20:00.  The August qualification is an ILEA qualification.

Again, visitation is an issue.  Kevin will be working with the jail to see if they can request us only when they are short staffed.

Richmond Fireworks July 2nd – there will be a meeting after the business meeting for those that signed up.  The morning time was moved so it is now 11-5, 2nd shift is 5-midnight.

The Fair is the 7th through the 16th.  Signups are on the detail sheet.  An information sheet was passed around.

Williamsburg Community Days is August 6th, Archway Days and the Richmond Moonlight Parade are both on the 27th, Canal Days is Sept 11th.  Signups will be at the next meeting.

 

For the good of the order:

Pre-basic completion certificates were passed out.

Indiana Sheriff’s Association membership paperwork was passed out.

Andrew McClain has resigned to go to the Fountain City Police Department.  He is now “F2”.

If an officer has signed up for a detail or training session and cannot attend that detail or training session they need to let one of the ranking officers in the UVSU know.  Calling someone else that is attending that session or detail is not acceptable.

Evaluations will be done by the ranking officers after the fair and reviewed at the next meeting.  There are several officers that either don’t have the required time (especially at the jail) or have not been documenting it properly.  Anyone that thinks there is a question about how their hours are documented should contact Alan ASAP.  Everyone is required to put in at least 8 hours in the jail every 6 months in order to remain active.

Information on the Michigan State Fair Mounted Police Equitation Competition was passed around.

Sheriff’s Report:

The sheriff wanted to express his appreciation for all the work done at the fair.  There were over 750 hours dedicated to the fair.

Mark Baldwin has resigned from the unit due to time constraints and in order to dedicate more time to his family.

Due to the large amount of the property recently seized from a search warrant help is needed during the day to inventory that property.

Richmond’s Homecoming Parade is this Thursday, the Mounted Patrol has been invited.

The football games at the fairgrounds need 2 officers.  Mounted coverage there is preferred.

There is a Katrina benefit concert at Side 1 music this weekend and needs 2 officers.

There is also a March-A-Thon this weekend; it could be worked concurrently with the concert.  The March-A-Thon needs 2 cars to escort the RHS band from the high school to Salisbury Road and back.

Next Tuesday there is an event at the fairgrounds that they need help getting people out of the fairgrounds between 3:30 and 4:30 for.

Belden has requested help with getting people out of the fairgrounds after their dinner on the 8th.

The organizers of Ashton’s Run have requested help from the Mounted Patrol at the Arboretum October 8th.  2-4 should be sufficient.

Andy Buckler has left the unit to go to Fountain City’s police department

Terry Privitt has been dismissed from the unit by the Sheriff.

There is a new form that must be filled out when a juvenile is arrested.  Contact Mike or Alan if you have questions.

Kevin Ginnever has taken a job in Indianapolis and anticipates moving there by the end of the year.  At that time he will resign from the unit.

The new mechanic starts Monday.

A review of how to fill out a work order for a repair on a pool car was reviewed.  Any time there is a problem with a pool car a work order must be filled out and turned in to Alan or Captain Daggy.

Turtlenecks are $16.50 for Small-XL, and $18.50 for XXL.  Hats are $9.85.  A signup sheet was passed around for these.  Anyone that doeesn’t sign the sheet must call Sandy Nocton at Kesslers at 966-3610 by Friday the 4th.

The UVSU dinner is set for December 11th at Wellivers.

Sheriff’s Report:  Sheriff Stritmatter attended the meeting and expressed his thanks for a good year and commended the teamwork within the organization.  He recognizes the work done by the unit and appreciates it.

Patrolman Wiesehan gave a training session on officers flying armed.

Corporal Kevin Ginnever attended the meeting and announced that he is retiring from the unit due to the fact that he is moving to Indianapolis to take a job there.  Several officers thanked Kevin for his contributions to the unit.
