3 new Merit Sergeants have been promoted.  Jack Martin and Doug Coffin are now night shift sergeants.  Randy Wright is the investigations sergeant.

Major Frame had several vests that he made available to the membership.

Major Frame is going to check with the Sheriff with regard to whether reserves should qualify with shotguns

The firearms schedule has not been posted yet, but when it is it is on the board next to the mailboxes.  It will also be e-mailed.  The department has a FireArms Training Simulator and will be using it for some of the firearms training.

The WCSD training calendar lists all the training we have coming up.

We would like to have a 3-4 day training in the spring that would cover all the yearly training requirements.  There were no volunteers to help organize this training.

For the good of the order:

OneCallnow.com is a broadcast calling system that the Sheriff’s Department will use to contact reserves in case of an emergency callout.  There will be a test before the next meeting.

There are 8 applications that need to be processed.  There were no volunteers to help process applications.

Major Frame attended the meeting.  He will talk to jail supervisors after Feb 13th to facilitate reserves working in the jail more often.  See a supervisor when you arrive so they can make sure to have you do something worthwhile.  Major Frame encouraged members to work details and be involved in the unit.

Alan will check with the Firehouse BBQ to see if we can have our yearly dinner there on Feb 17th or 19th.  The plan would be to have it available around 6:00 p.m. with food ready at 7:00  pm.  There is a band that people might want to stay for at 9:00 p.m.  Approximately 30 including family said they would attend.

Major Frame attended the meeting.  Kesslers sold all of their uniform stock to the Sheriff’s Department at cost.  See Major Frame for any uniform issues.

Major Frame has talked to some of the jail staff and they have said that they will work with reserves to get them active in the jail.  He will still be meeting with the jail supervisors to get more information.

If anyone needs a copy of a report they will have to pay for it.  Case Reports are $0.35/page.  Crash reports are $8.

The yearly dinner has been scheduled at Firehouse BBQ at 8th & North D for 6:00 p.m.February 17th  with food at 7:00  pm.  The price (paid by the reserve fund) is $24/person including salad, entrée, drinks, and dessert.  Parking is tight there, you may need to park at the old Warner School.

Everyone will need to be IDACs certified.

Sheriff’s Report:

Sheriff Cappa attended the meeting and expressed his gratitude for what the reserves do.  He said he would like to see more people in the reserves.  He also wants to make sure that everyone is up on training so you make correct decisions if/when the time comes.  He has also coordinated training in the jail and enforcement so that we all work better together.

The department is also looking at changing weapons.  Sigs or Glocks are the possibilities.  The purpose for this change is the age of the existing weapons and diversity of existing weapons (there are 3 different types of weapons being used).  There will be plenty of time given for reserves to purchase new weapons.  There will also probably be a trade-in program.  They are still trying to stay with 40 caliber or switch to 45s.

Sheriff Cappa also recognized Derrell Duncan for providing information that led to the arrest of an individual who had several outstanding felony warrants for his arrest.

Major Frame also attended the meeting.  He asked who had department issued portable radios.  He needs the serial numbers and models of any department owned radios.  ALL radios will need to be “narrow-banded”.  The cost is $25/radio for the department, it will probably cost reserves the same amount.  If you own your own radio you need to check with Tech Electronics to see if your radio can be narrow banded and have it done.  If you have a department owned radio be sure and e-mail the model and serial number to Major Frame and he will coordinate getting them changed.

Training:

The WCSD training calendar lists all the training we have coming up.  Sgt. Campbell will do a course on defensive tactics and the dates on the calendar may change depending on his availability.

The firearms schedule is out and is on the calendar.  The next one is April 17th & 18th.

Major Frame encouraged everyone to attend K-9 training.  The trainings are posted on the calendar but check with Patrolman Lindley before attending to be sure they are having training and where it is.

Details:

Major Frame would appreciate having extra officers at the courthouse tomorrow and Thursday around lunch due to large jury trials.  He is also requesting extra officers Friday afternoon due to a possible verdict in a volatile trial.

Major Frame has talked to the supervisors in the jail and told them to make reserves feel welcome.  When you go down to work you should ask for a supervisor and discuss with them what you can do.  Shari Snapp and Travis Isaacs are the night Sergeants, and Nancy Renfro is a night corporal.

Sheriff’s Report:

The department will be replacing all the handguns.  The new guns will be Glock 22 Generation 4 with night sites.  The Sheriff is giving us as much advance notice as possible as UVSU members will be required to carry the Glock 22 Gen 4 with night sites.  No other guns (including earlier generations of the Glock 22) are permitted as a primary weapon.  The guns will not be available for about 3 months, and the jail and enforcement division will get them and go through their transition training before the UVSU.  Therefore, members should have at least 4-5 month and possibly up to 9 months to get their gun purchased.

Bill Mouser from Kiesler Police Supply attended and went over the prices for the new guns:

$120 – Streamlight light – this is probably what the department will stay with (the Streamlight and the Glock light use different holsters).  You can purchase this light from copsplus.com for under $80.

$215 – trade in value of 96D or 96G (good for the rest of this year)

Given that, the minimum each member will spend will be just over $270 – that assumes the department can provide the holster and magazine pouch, you don’t get a light or extra magazines, and you trade in your current gun.  The unit may want to consider purchasing the magazine pouches if the ones we have won’t work.  The holsters would deplete our treasury but the Sheriff is checking the budget to see if he can purchase those for us.

The best way to pay for the gun is to give Kiesler a credit card and they will charge the card when the guns are shipped.  As things progress we will work out the details of how the guns should be ordered.  Members are encouraged to wait until those details are worked out to order a gun.  Bill said if the order is placed through the 800 number at Kiesler there could be a $20/gun shipping charge, but if we talk to Bill he said he could deliver them and bypass that charge.

Sheriff’s Report:

Major Frame said that the jail could still use help.  You can come down any time even though details are not being posted.

There are (paid) positions open in the jail and courthouse security.

There have been a lot of burglaries, especially in the northern part of the county.  If you are out and about in the county keep an eye out.  There have been a few arrests recently.

The Sheriff will purchase the holsters and magazine holders for the new Glocks.

Jason Berry signed up for the Northeastern prom.  The After Prom still needs an officer to work it this Saturday.

Bill from Keisler said that if people can afford to do it they should not trade their own gun in given the low trade in value on the guns.  You cannot buy the new gun until you are ready to trade the old gun in.  No members present were planning on trading their gun in.

The unit voted to purchase 10 lights for the unit to issue to deputies.  If anyone is going to buy their own light let Mike know ASAP.  He is going to check and see if we can get a quantity discount.

5-6 members expressed an interest in having the Reserves/Sheriff’s department purchase the guns through a grant or something like that and have the unit issue the guns out.

In the future all equipment requests will go through Mike Davis.  There is an equipment request form that must be filled out in order to get equipment.

Sheriff’s Report:

There is a process starting in the jail in a week or so.

It is important that you pay attention to the detail sheet.  There are details that come up short notice.  If you know you can work a detail sign up for it ASAP.  We have one court security officer off for a significant amount of time, and could use more people because of some trials that are coming up.

Equipment:

Anyone that got a Glock and did not have a weapon light was issued an M3 from what the reserves purchased.

There are long sleeve and short sleeve BDU shirts (one each) available.

T-Shirts from the RAIN ride were handed out.

Training:

The WCSD training calendar lists all the training we have coming up.

A short refresher on handcuffing was followed by a video on Domestic Violence (part 1 of 2).

Glock transition training started at 6:00 and continued after the meeting.

Mental Health training is October 30th.  There are two sessions; everyone needs to attend just one session.  8:30-12:00 or 1:00-4:30.  Let Jason know which class you plan to attend.  It will be recorded as well, so we will have it available at a meeting or you can view it on your own as well.

Details:

If you are signed up for a detail and cannot make it you need to contact Alan to let him know that.  There are times when whoever asked for the help is expecting a certain number of people and if people sign up that person is told that.

There are several courthouse security details posted

The jail can still use help during visitation.  You can help even though details are not being posted.  Mondays, Tuesdays, and Saturday afternoons are the busiest.  They are now scanning driver’s licenses to check visitors in.  The schedule is the following:

Mondays 7-9:  Black & White – high security

Tuesdays 7-9:  A Pod – Green – General Population

Wednesdays 7-9:  Protective Custody

Thursdays 7-9:  Orange – higher security

Saturday 1-3 B Pod Green – General Population

Sunday 2-4: Blue - Trustees

Sunday 7-9: Females

For the good of the order:

Everyone should have their Glock.  If you have not gotten trained on it yet you cannot carry it on duty until you have.  Reserves are not required to get the Glock right away but everyone should plan on doing so within a year or so.

Alan will be meeting with every deputy (sometimes during the trainings after meetings) to talk about the goals and aspirations of the deputy, and to gather input about the unit in general, as well as to review work and training records.  Reserves will have a role in helping the Sheriff attain some of the goals for the department.  If reserves are better trained they will be able to play a more active role.  Anyone that is interested in attaining second or first class should start working on that.  In order to be considered for second or first class you not only must have completed the hourly requirements but you must be able to demonstrate proficiency (writing case reports, crash reports, serving civil process, etc.)

Hours worked in the jail count towards enforcement classification hours, but the reverse is not true.  Because this may cause some confusion I have summarized the hours required in a 6 month period for each combination of classifications below.

The table above shows the requirements for both halves of the year.  The total hours are different for the 2 halves of the year because the fair only falls in the first half of the year.  The 3 examples in the following paragraphs assume the calculations are being done during the first half of the year:

1.       A deputy that is 1st Class in both divisions would have to have 108 duty hours broken down as follows:  10 at the fair, 48 on patrol, 30 in the jail.  The remaining 20 hours could be spent on any detail.

2.       A 2nd Class Deputy in both divisions must have 64 service hours broken down as follows:  24 on patrol, 10 at the fair, and 16 in the jail.  The remaining 14 hours could be spent doing any detail.

3.       A deputy that is 3rd Class in both divisions would have to have 30 service hours broken down as follows:  10 at the fair and 8 at the jail.  The remaining 12 hours could be spent on any detail.

The Sheriff has been building a foundation to bring about significant changes in the department.  One of the main goals of these changes is accountability.  That means that if you do not follow the SOPS with regard to participation or training you will be terminated from the unit.

If you have long term personal issues that keep you from participating in the unit you should contact one of the supervisors (Corporals or Sergeants) and let them know that.  There are provisions to get leave if needed.

Sheriff’s Report:

Weapons letters were handed out

There are several inventories missing and need to be turned in to Corporal Davis.  Any personal equipment that is destroyed while working may be able to be replaced with insurance money.

Next week is a very busy week – the courthouse has 2 murder trials going on and people may be able to be used in the evenings, especially late in the week, and possibly even Saturday.  Jury selection starts Monday.  E-mails and/or OneCall notifications will go out as we get more definite details as to when people are needed.  The animal control officer is also off all next week.  Animal Control/Civil process can be done in the evening but shouldn’t go past 9:00.

Equipment:

Nothing aside from reminding people to turn in their inventory sheet.

If you need an 800MHz radio to work with an officer get with Mike Davis or Alan.

Training:

The WCSD training calendar lists all the training we have coming up.

Mental Health training is October 30th.  There are two sessions; everyone needs to attend just one session.  8:30-12:00 or 1:00-4:30.  Let Jason know which class you plan to attend.  It will be recorded as well, so we will have it available at a meeting or you can view it on your own as well.

The new cars are coming in.  The new ones are white, and are chargers.  There are a lot of issues with them as equipment from the old cars won’t easily fit in the new cars.

Sheriff’s Report:

Major Frame has several letters for new weapons.

Equipment:

Everyone should be sure that they have a Class A winter uniform.  This means long sleeves, a tie, felt hat, dress pants, etc.

The VHF radios will need to be reprogrammed because Plan A was not put in them during the narrow banding.  This has not been scheduled yet.

Training:

PowerDMS is slowly coming online, and in fact anyone missing human trafficking has already been assigned that course online.  They should have gotten an e-mail explaining how to get to it.  Domestic Violence and Mental Health may be online and assigned within the week.  Training on PowerDMS was given after the meeting.

People should review their training from the link on the UVSU page and contact Alan ASAP if anything is missing.  Some of the ILEA qualifications have not been put in but should be by the end of the week.

Training on searching through RMS and DoxPop were given after the meeting.

Gun training is December 11th & 12th from noon to 4:00 p.m. & 5:00 p.m. to 8:00 p.m.

A list of around 600 warrants from Superior III was sent to the Sheriff’s Department some time ago.  Given the commitment from the unit those warrants will be split up within teams in the unit and people will work on getting them cleared up.  Each member took a sheet from the list and agreed to work on some of the names on the sheet and meet again Monday at 5:00 at the Sheriff’s Department to come up with a plan to serve some of them.

Northeastern Benefit – good food, no problems except some parking issues

Mike Davis’s medical call – this was a good opportunity to review basic scene response (scene security, life preservation, crime scene preservation) and first aid (Airway, breathing, circulation), along with bloodborne pathogens awareness.

For the good of the order:

The Christmas party is this Friday the 7th at the Kuhlman Center at 7:00 p.m.  The time to RSVP has passed, but there are a few extra seats in case anyone neglected to let Alan or Edna know they were attending.  If you are going to attend you need to let Alan know tonight.
