Incumbent serves as Director, responsible for assisting the County Health Officer in directing all professional and managerial functions necessary for the effective and efficient operation of Public Health.


DUTIES:

  • Under the direction of the County Health Officer, establishes objectives for Department in consultation with Public Health Board, establishing operating policies, goals and standards relating to the total operation of the department.
  • When delegated by the County Health Officer, administers, and supervises the enforcement of all health laws, rules, ordinances, and regulations as required.
  • Supervises assigned staff, including administering personnel programs and procedures, planning/delegating work assignments, establishing work goals and standards, evaluating performance, maintaining discipline, and recommending corrective action, as necessary.
  • Administers and supervises programs and activities of the department, assisting department staff in planning and directing programs, recommending staffing levels, and developing and conducting in-service training programs.
  • Develops and updates guidelines, personnel policies, job classifications, department policies/procedures, and ordinances.
  • Reviews and writes evaluation of staff, programs, and activities on an annual basis.
  • Analyzes human resource needs of the department, interviews candidates for openings, and provides orientation and training to new staff. Determines significant changes in responsibilities of positions and recommends personnel changes as warranted, such as promotions, transfers, and demotions.
  • Prepares annual department budget, adhering to approved budget plan, and recommending to the Public Health Board and County Health Officer additions or reductions of personnel, changes in departmental practices, policies and procedures, and the purchase of additional equipment.
  • Plans and develops continuing education, public relations, and community outreach programs.
  • Oversees development of various grant requests, analyzing data, preparing, and submitting grant applications, and monitoring each department request subject to the approval of the County Health Officer and Public Health Board.
  • Attends staff and department meetings, conferences and seminars as required.
  • Attends County Council and Commissioners meetings as needed.
  • Responds to emergencies on a 24-hour basis.
  • Performs related duties as assigned by the County Health Officer.

JOB REQUIREMENTS:

  • Bachelor’s degree in administration or equivalent combination of training, work experience, and/or education in public health or health related field.
  • Working knowledge of principles of administration and the ability to plan, organize, supervise, and evaluate department operations and functions.
  • Working knowledge of and ability to make practical application of public health laws, regulations, and ordinances, accepted practices and principles of Public Health care, and ability to draft local health ordinances accordingly.
  • Working knowledge of health and social services available to County residents, and ability to coordinate and facilitate referrals as appropriate.
  • Working knowledge of standard office practices, basic computer skills, medical terminology, and state and federal health regulations, and the ability to apply such knowledge to a variety of processes, tasks, and operations.
  • Knowledge of County personnel policies and public sector structure, including budgeting, grant administration, and politics, and the ability to prepare grant applications, and develop departmental budget, programs, and services accordingly.
  • Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare written reports and detailed financial statements as required.
  • Ability to utilize specialized training, experience, and education in Public Health Care Management, and perform specific assignments as required.
  • Ability to properly operate standard office equipment, including computer, calculator, transcriber, and telephone.
  • Ability to supervise assigned staff, including administering personnel programs and procedures, planning/delegating work assignments, establishing work goals and standards, evaluating performance, maintaining discipline, and recommending corrective action, as necessary.

  • Possession of a valid driver’s license and demonstrated safe driving record.

DIFFICULTY OF WORK:

  • Incumbent performs a wide range of duties which involve consideration of many variables, recommending major administrative departmental policies, procedures, and performance standards. Incumbent may make decisions in absence of policy; subject to guidance from the County Health Officer, Public Health Board and in accordance of Wayne County policies and procedures.

RESPONSIBILITY:

  • Incumbent is responsible at the direction of the County Health Officer for proper implementation of public health programs and department operations according to federal, state, and Wayne County mandates and requirements of the Public Health Board. Incumbent is accountable for department results and work is primarily reviewed for attainment of objectives and appropriate supervision or direction of assigned operations.

PERSONAL WORK RELATIONSHIPS:

  • Incumbent maintains frequent contact with the County Health Officer, co-workers, other County departments, Indiana State Department of Health, Department of Family and Children, hospitals, and the public for the purposes of giving and receiving information, rendering service, developing policies and programs, and advising and counseling others.
  • Incumbent reports directly to the Wayne County Health Officer.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

  • Incumbent performs majority of duties in a standard office environment, involving sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing up to 50 pounds, pushing/pulling objects, bending at waist, reaching, keyboarding, close vision, depth perception, speaking clearly, hearing sounds/communication and handling/grasping/fingering objects. Incumbent occasionally works extended, evening and/or weekend hours, and travels out of town for training, sometimes overnight.
  • Incumbent responds to emergencies on a 24-hour basis.
